The World Bank’s Climate Finance & Economics Unit (SCCFE) is seeking a highly motivated Climate Change Specialist to advance the unit’s work in carbon markets, especially in developing innovative solutions through the Climate Warehouse and scaling and implementing these solutions through the Partnership for Market Implementation.
The Climate Change Specialist will lead the work on the development of policy, institutional, and regulatory frameworks for the next generation of voluntary and compliance carbon markets in developing countries. This includes developing regulatory and institutional arrangements for the growth of compliance markets linked to Article 6 and other international mitigation programs, as well as voluntary carbon markets and related efforts of programs related to the innovation pillar of the Partnership for Market Implementation Facility.
The Climate Change Specialist will also provide technical and implementation leadership in the prototyping, testing, and iterative improvement of digital Monitoring, Reporting, and Verification (MRV) systems applicable to relevant sectors, including energy, forest, REDD+, and agriculture. This work will be done in coordination with relevant World Bank teams. The Specialist will also guide the exploration of the roles and applications of new technologies, such as GIS, IoT, and machine learning in reducing transaction costs and increasing transparency in carbon markets.
In addition, the Climate Change Specialist will lead engagement, partnerships, and discussions with potential partners and World Bank clients to facilitate participation and learning from testing and simulation exercises. External engagement is expected to target different users of the data and processes of digital MRV and national MRV systems, and to build partners’ capacity for participation in carbon markets.
The Climate Change Specialist will also lead the development of knowledge products under the technical work program of SCCFE and support dialogue with different GPs and regional teams to facilitate further development and implementation of the innovation pillar of the Partnership for Market Implementation, specifically the Climate Warehouse and Invest for Climate work program, particularly in developing institutional, regulatory, and institutional frameworks for the establishment of compliance and voluntary carbon markets.
Finally, the Climate Change Specialist will support the delivery of SCCFE unit tasks related to climate finance and carbon markets, including specific inputs in the development of new approaches, analytical tools, and financial structures for blended finance using carbon markets, climate finance, and concessional resources.

Eligibilities
- A Masters’ level degree, or equivalent post-bachelor’s qualification in environmental science, natural resource management/forestry, geography, environmental law, environmental policy or environmental economics, engineering and/or other relevant area;
- Work experience in in the practical application of greenhouse gas accounting methodologies;
- Experience with the development and/or application of monitoring tools as applied to the AFOLU sector or energy, or waste management is desirable;
- Relevant work experience in developing countries is essential;
- Strong understanding of international carbon markets and the information systems used for generating and transacting carbon assets, in particular carbon accounting methodologies and validation and verification processes;
- Experience with the applications of new technologies in carbon markets, such as satellite imagery, and be able to use software tools to process and analyze this data is desirable;
- • Strong understanding of detailed technical elements related to Article 6 of the Paris Agreement and ability to explain complex concepts through simple visual representations;
- • Excellent oral and written communication skills in English; Proficiency in other WB languages is an advantage.
