The well-known Capital Fellows Programmes offer a fantastic chance to get involved in public service, get ready for a future profession, and gain experience under the guidance of an experienced mentor. After completing a rigorous orientation, fellows serve as full-time employees in a legislative, executive, or judicial branch office in California for ten to eleven months.
One of the few opportunities to get involved in development and policymaking in California is through the Capital Fellows Programmes. Fellows acquire firsthand experience in the governance and leadership of the nation’s most diverse and complicated state, while also actively participating in public service and preparing for future careers.
Programs:
Judicial Fellowship Program: The Judicial Fellowship Program is a 10-month experiential learning opportunity within court administration. Judicial Fellows work in Superior Courts and Judicial Council offices across California, gaining practical experience in the management of a complex and changing court environment. In the service of promoting access to justice for everyone, Judicial Fellows are exposed to the management and development of a variety of court programs and departments, multi-million-dollar budgets, and public policy.
Executive Fellowship Program: The Executive Fellowship Program is a 10-month experiential education program that uniquely integrates high-level government work experience with academic and professional development. Executive Fellows are placed with a mentor in one of the many executive offices of California’s Executive Branch, which includes the Office of the Governor, constitutional offices, cabinet-level agencies, and departments.
Assembly Fellowship Program: The Jesse M. Unruh Assembly Fellowship Program, founded in 1957, is one of the nation’s oldest and most prestigious fellowship programs. Assembly Fellows serve as full-time legislative staff in the office of an Assembly Member working in dynamic legislative environments. The program offers aspiring public servants of backgrounds and experiences the unique opportunity to directly participate in the legislative process and shape public policy.
Senate Fellowship Program: The California Senate Fellows Program is one of the most distinguished experiential learning programs in the nation. Senate Fellows work full-time as policy staff in a Senator’s Capitol office or in a Senate policy committee.

All Fellows receive:
- a monthly stipend of $3,253, as well as medical, dental and vision benefits;
- fully-paid enrolment and earn six graduate units;
- a one-time moving allowance of $875 (non-taxable);
- student loan deferment; and
- upon successful completion of the fellowship, a Graduate Certificate in Applied Policy and Government
Eligibilities
- A completed bachelor’s degree by September 1st of the fellowship year and either a cumulative undergraduate GPA of 2.5 or higher or a GPA of 2.5 or higher in the last 60 (semester) or 90 (quarter) units.
- Applicants must be 20 years of age or older by Sept. 1 of the fellowship year.
- Non-U.S. citizens must provide proof of appropriate immigration status. The program does not meet the requirements for F-1 or J-1 visas, nor any work permits requiring participation in the E-verify system.
- Applicants must be prepared for full-time employment, Monday – Friday.
