The United States Embassy in Dhaka is now accepting Expression of Interest (EoI) statements for the Ambassadors Fund for Cultural Preservation (AFCP) fiscal year
2019 competition.

Through the AFCP Program, the Department of State supports projects to preserve cultural heritage in the following three areas:
• CULTURAL SITES—such as, but not limited to, historic buildings and archaeological sites;
• CULTURAL OBJECTS AND COLLECTIONS from a museum, site, or similar institution—that include, but are not limited to, archaeological and ethnographic objects, paintings, sculptures, manuscripts, and general museum conservation needs;
• FORMS OF TRADITIONAL CULTURAL EXPRESSION—such as traditional music, indigenous languages, and crafts.

FUNDING PRIORITIES: Applications for projects that directly support one or more of the following will receive additional consideration in FY 2020:
• U.S. treaty or bilateral agreement obligations, such as cultural property agreements;
• Disaster risk reduction for cultural heritage in disaster-prone areas;
• Post-disaster cultural heritage recovery;
• Preservation of inscribed World Heritage Sites; and
• Partner connect with or feed into other ECA programs.

SPECIAL NOTE REGARDING SITES AND OBJECTS THAT HAVE A RELIGIOUS CONNECTION:
The establishment clause of the U.S. Constitution permits the government to include religious objects and sites within an aid program under certain conditions. For example, an item with a religious connection (including a place of worship) may be the subject of a cultural preservation grant if the item derives its primary significance and is nominated
solely on the basis of architectural, artistic, historical, or other cultural (not religious) criteria.

COST SHARING AND OTHER FORMS OF COST PARTICIPATION:
There is no minimum or maximum percentage of cost participation required for this competition. When cost-sharing is offered, it is understood and agreed that the applicant must provide the amount of cost-sharing as stipulated in its proposal and later included in an approved agreement. The applicant will be responsible for tracking and reporting on any cost share or outside funding, which is subject to audit per 2 CFR 200. Cost-sharing may be in the form of allowable direct or indirect costs.

  • In FY 2019, awards made through this program ranged from the U.S. $25,000 to the U.S. $200,000.

Eligibilities

The Cultural Heritage Center defines eligible project applicants as reputable and accountable non-commercial entities,
such as non-governmental organizations, museums, ministries of culture, or similar institutions and organizations, including U.S.-based organizations subject to Section 501(c)(3) of the tax code, that are registered and active in SAM.gov and able to demonstrate requisite experience and capacity to manage projects to preserve cultural heritage.

Application Process

Expression of Interest (EoI) statements must be received by the Public Affairs Section of the U.S. Embassy in Dhaka no later than 11:59 p.m.
Friday, December 6, 2019. All EoI must be submitted via e-mail [[email protected]]. Only selected applicants will be asked to submitted full proposal by Sunday, December 15, 2019, via e-mail [[email protected]] and must include complete information as described in the requirements below.
Proposals including supporting documents (if any) must be in English.
Expression of Interest (EoI) Statement Requirements:
• Not to exceed two typed pages and must be written in English.
• Project title.
• Name of the lead applicant organization and any partner organizations, including government institutions.
• Approximate budget in USD. (This may be modified if a full proposal is requested.)
• Project location.
• Project purpose that summarizes project objectives and desired results.
• Statement of importance highlighting the historic, architectural, artistic, or cultural (non-religious) values of the cultural site, collection, or form of traditional expression.
• Statement of Urgency indicating the severity of the situation and explaining why the project must take place now.
