Counterpart International is looking for a Digital Security Consultant 2020 in Bangladesh.
The Promoting Advocacy and Rights (PAR) project is a 5-year USAID and UKAid-funded program implemented by Counterpart International. The goal of the project is to support a resilient civil society to create an enabling environment that allows CSOs to advocate for local policies, to hold the government accountable to communities, and to increase the active engagement of CSOs in policymaking processes. The PAR project partners with various stakeholders, such as the Government of Bangladesh (GOB), civil society, activists, and youth to achieve its two distinctive objectives: (1) Strengthen Civil Society Capacity to Effectively Advocate for Improved Democratic Governance, and (2) Establish Cross-Sectoral Partnerships to Improve Government Responsiveness to Citizen Needs.
In PY1 and PY2, PAR held a series of digital security workshops with the intent of building the capacity of civil society representatives and activists, and in particular women and marginalized communities, to effectively and safely navigate online advocacy and engagement.
Counterpart seeks a Digital Security Consultant to develop the training methodology and content for an additional set of training to be held in July with particular attention to digital security during the COVID-19 crisis.
Project Location: Dhaka, Bangladesh
Project Goal: Provide digital security training to a group of activists, CSO representatives, and members of marginalized groups in Bangladesh.
Consultant Responsibilities: The Digital Security Consultant will be responsible for the following actions
- The development of the training methodology building on previous training frameworks.
- In collaboration with PAR partner, ICNL, include an overview of the impact of the Bangladeshi digital security act (DSA) and the recently adopted regulations related to the DSA.
- Preparation of training materials;
- Delivery of three (3) workshops for 10-15 civil society representatives, activists, and marginalized group members via the online platform;
- Conduct pre- and post-tests for training in collaboration with PAR project MEL team;
- Write the narrative report;
Project Description
This project will spread awareness to CSO groups on the safe use of online tools and best practices. The project will contribute to increasing digital security literacy & will provide digital security training to a group of activists, including members of marginalized groups in Bangladesh.
In the design of the training curriculum, the consultant will pay significant attention to the issues of digital advocacy and digital citizen engagement, especially as it relates to COVID-19 considerations and government-imposed restrictions and gender-based violence.
The Consultant will be expected to cover the following topics:
- Digital Safety – online interactions, social media, and personal risks
- Threats of malware, viruses, and bots
- Using anti-virus software
- Technical attributes of browsers – cookies, browser settings
- Safety when downloading and installing software
- Computer maintenance
- Maintaining anonymity
- Setting and managing passwords
- Secure email communications
- Privacy and security settings on social media
- Safety on mobile devices – two-factor authentication, phishing, location services, Bluetooth and hotspots
The consultant will conduct a pre-diagnostic test for each training group and will deliver the digital safety training during the months of July and August. Exact dates will be determined in accordance with the PAR project team.
The consultant will conduct a post-test to determine the knowledge gained by the participants, designed in consultation with the PAR program team.

Eligibilities
- At least 3 years of experience in information security, digital security principles, and safe computing practices;
- University Degree (Information or Computing sciences disciplines) preferable;
- Fluency in Bangla required; and proficiency in English is preferred;
- Solid understanding of Internet’s building blocks (DNS, SSL, IP, etc.);
- Strong interpersonal skills as well as experience developing solid professional relationships;
- Broad training experience;
- Familiarity with both commercial and open source digital security tools;
- Ability to work under pressure and manage multiple activities.
