Winrock is hiring Grants and Organizational Capacity Officer 2021 in Dhaka.

The Grants and Organizational Capacity Officer is responsible for leading the assessment process and prioritization of NGO Implementing Partners engaged in the organizational capacity processes; developing and conducting grantee trainings based on gaps and needs; and providing ongoing monitoring and mentoring to selected grantees.  

 Responsibilities:

  • Provide technical & Financial support in developing grants proposals, sub-recipient questionnaire, and other required documents 
  • Provide training to local organizations on financial reporting and management of grant funds 
  • GOCO will ensure financial compliance and provides day-to-day interaction and support to grantees. 
  • Regular and routine visits at grants project sites. 
  • Facilitate and assist in the preparation of monthly financial reports in a timely manner 
  • Work closely with other Officers to collect field data to compile; and ensure that grantees financial/technical report meets grants deliverables 
  • Prepare statements, and coordinate with respective authorities for timely disbursement of funds 
  • Maintain electronic and hardcopy files and documents. 
  • Assist Manager – Finance and Accounting (MF&A) to generate, record, execute and reconcile payments through all stages, generate check and wire requests, and bank statement reconciliation. 
  • Help review all expense receipts for accuracy, relevance, and legitimacy; create prescribed monthly expense reports for Winrock. 
  • Review sub-grant fiscal reports for compliance with budget and documentation requirements; prepare detail and summary reports for MFA, CoP and/or Winrock HQ. 
  • Directly communicate with subgrantees’ financial and program staff to clarify and address deficiencies in reporting and financial documentation. Provide advice and guidance on improving subgrantee procedures to better meet Winrock and USAID requirements. 
  • Assist in Organizing and maintaining all grants records and files in accordance with general audit standards (GAAP) and USAID requirements. 
  • Ad hoc reporting: Prepare documents, ad hoc reports and analysis, as requested by MF&A. 
  • Assist the MFA and the WI team in sub-awards and project closeout related financial matters;  
  • Ensure accurate posting of all grants accounting data in the designated software and perform all other required entries and reporting activities; rectification of entries (if needed) concerning coding, QB entries, vouchers etc. 
  • Assist in the preparation of partners budget, budget modifications, variances etc. 
  • Assists OPS and finance teams to prepare the inventory and commodity list from partners 
  • Assists OPS and finance teams to respond to the Audit queries of partners 
  • Maintain all types of online payments for employees, vendors & partners 
  • Other: Other duties as assigned by authority.
