UNFPA is looking for Gender-Based Violence Sub-Sector Coordinator 2025 in Cox’s Bazar
Job Responsibilities:
Building and Sustaining Partnerships
- Establish, reinforce and facilitate inter-agency, multi-sectoral GBV coordination national working group and liaise and oversee the GBV working groups at sub-national levels.
- Promote and ensure the Principles of Partnership are reflected in the GBV working group’s day-to-day work.
- Establish result-oriented, two-way communication channels between national and sub-national GBV coordination.
- Engage stakeholders to ensure GBV coordination includes diverse sectors and actors like UN, NGOs, civil society, and government.
- Regularly represent the GBV Working group in Protection Sectors meetings, OCHA-led meetings (e.g. around development of the Strategic Response Plan or for Inter-Cluster Coordination.
- Advocate for donor support and mobilize resources for inter-agency GBV efforts, aligning with strategic plans and UNFPA.
Technical Leadership
- Follow WHO guidelines to consolidate GBV assessments and conduct participatory analyses with agencies, refugees, and host communities.
- Promote and facilitate the inclusion of GBV into appeal processes and documents.
- Work with partners to develop and/or revise training materials according to local context and implement relevant training sessions.
- Provide technical support to the development of relevant advocacy and policy documents to address GBV in the context of broader gender inequality issues.
- Assist in resource mobilization efforts including identifying various resource mobilization opportunities, supporting advocacy efforts with potential donors and developing GBV proposals;
- Consolidate existing assessments on GBV situation and/or work with relevant agencies, to conduct relevant participatory analyses of GBV.
Strategic Planning
- Establish and review SOPs, prioritizing referral pathways, in collaboration with the Ministry of Women Affairs during crises.
- In collaboration with national and international GBV actors, map current institutional response capacities, including facilitating mapping of GBV-specific 3Ws.
- Develop and monitor a multi-sectoral GBV prevention and response plan with clear benchmarks, timelines, and stakeholder engagement.
Capacity Development
- Work with partners to develop an inter-agency GBV capacity development strategy that meets the needs and priorities of key national and local stakeholders to facilitate implementation of agreed work plan.
- Support efforts to strengthen the capacity of the GBV working group members on planning and responding to GBV in emergencies.
- Ensure all GBV working group partners and others are aware of relevant policy guidelines, technical standards, and other resource materials.
Prevention of Sexual Exploitation and Abuse (PSEA) Coordination
- Work with the ISCG in supporting with GBV SS Coordination to provide awareness raising on sexual exploitation and abuse for all personnel in the sub office, including partners, their responsibility to report all suspicions of sexual exploitation and abuse committed by colleagues.
- Ensure the GBV SS participation in the PSEA Working group and development of a system of identification of risk factors responding to the Cox’s Bazar-specific context.
Monitoring Sexual Violence in Emergencies
- Analyze secondary data on GBV trends for integration into the Humanitarian Programme Cycle, including the MIRA.
- Consolidate existing assessments on the GBV situation and/or work with relevant agencies, the displaced and host populations to conduct relevant participatory analyses of GBV.
- Standardize GBV incident reporting forms, train partners in their use, and ensure alignment with GBVIMS and survivor-centered principles.
- Provide regular updates on GBV trends and patterns (4Ws)
Administrative and Miscellaneous Duties
- Write monthly reports documenting progress against work plan outputs.
- Other duties as required.

Eligibilities
Job Requirements:
- Advanced university degree with specialization in areas such as gender studies, humanitarian affairs, human rights, law, social work, public health, development studies, international relations, and/or other related social science disciplines.
- 7 years of experience working on gender-based violence, of at least 3 years in a humanitarian context.
- Experience leading inter-agency coordination mechanisms with a wide range of stakeholders.
- Awareness and knowledge of how GBV manifests in humanitarian settings and ability to describe context-specific prevention and response actions.
- Knowledge of the international humanitarian architecture, including the Cluster System and HPC, and roles/responsibilities of key humanitarian actors.
- Ability to self-manage, emotional intelligence, empathy, team spirit, conflict management as well as negotiating skills.
- Fluency in English is required; knowledge of other official UN languages is preferable.
