UNFPA is hiring a Humanitarian Coordination Officer, Cox’s Bazar, Bangladesh, P-3 2023 in Cox’s Bazar

Job Responsibilities:

Coordination

  • Take the lead, under the guidance of the Head of Sub-office, to ensure coordination of UNFPA’s humanitarian activities in the Rohingya camps and host communities in Cox’s Bazar. This will include contributing to coordinated assessments, planning and budgeting, ensuring that the integration of thematic areas is continuously enhanced and streamlined, and ensuring that the process of developing appeals, proposals, and reports, is well coordinated and produces products to highlight UNFPA’s mandate in a clear and integrated way.
  • Participate in external inter-agency/ working Group/ coordination meetings to share knowledge and advocate for the mandate of UNFPA in Cox’s Bazar and Bhasan Char. Represent UNFPA at key HoSo meetings and at donor meetings in the absence of the HoSo, or at her request.
  • Coordinate and participate in joint monitoring visits, together with colleagues from the different teams in the CxB office; assist teams in following up on monitoring recommendations and findings.
  • Develop the Joint response Plan for Bhasan char in coordination with other sectors for SRH, GBV and A&Y

 

Programme Development and Implementation

  • Coordinate and chair when required, Cox’s Bazar Office and Bhasan Char team meetings; support tracking and implementation of key action points for enhanced response implementation.
  • Maintain UNFPA’s response plan and its various components (programme, operations, communications, M&E and human resources) for coherence and timely response to any challenges. This includes being up-to-date on status and gaps in available funding for the response.
  • Contribute to maintaining excellent relationships with donors, by ensuring strong and timely implementation of and reporting on donor funds; take the lead on coordinating donor visits to UNFPA programmes; ensure donor requests and queries are responded to in a timely and high quality manner; proactively seek opportunities to advocate for UNFPA’s mandate with both existing and new donors.
  • Advocate for the inclusion of SRH, GBV, and gender concerns in joint UN missions (led by UNHCR and WFP) and other rapid assessments in close collaboration with SRH and GBV officers.
  • Assist the HoSo in the preparation for coordination meetings (led by UNHCR) relating to emergency response; participate in meetings on HoSo’s behalf when necessary, and ensure follow up in Bhasan Char.
  • Support the development of CERF, Flash Appeal proposals and ensure quality review.
  • Coordinate the implementation of the UNFPA Standards Operating Procedures for humanitarian settings.
  • Advocate for inclusion of ICPD PoA in emergency response and seek to ensure UNFPA is well positioned in resource mobilization efforts, including humanitarian funding mechanisms such as Flash Appeal/CERF.

Rapid Assessments/field visits

  • As appropriate, participate in /ensure inclusion of UNFPA’s core Areas of Responsibility in rapid field/needs assessments of the crisis-affected populations.
  • Visit Refugee and host communities and conduct in-depth interviews with camp managers and other humanitarian agencies present on the ground to gather information on the immediate needs of the people and the services to be provided.

Communication/ Reporting

  • Assist the UNFPA Bangladesh Cox’s Bazar office team in preparing relevant messaging/advocacy materials and updates for relevant stakeholders and partners, including for APRO management/UNFPA HQ,
  • Coordinate the drafting of both internal and external UNFPA situation reports., as well as donor reports, briefings and fact sheets.
  • Assist in providing regular updates to OCHA and/or Cluster leads on UNFPA’s humanitarian interventions to be included in situation reports (i.e.:  OCHA SitRep).
  • Track and regularly update supported humanitarian interventions (i.e. status of funding proposals, distribution of supplies, training).

Eligibilities

  • Minimum 5 years of experience in coordinating, developing and implementing interventions in a humanitarian or development settings.
  • A solid understanding of the humanitarian infrastructure, coordination and funding mechanisms as well as of the various roles of humanitarian actors.
  • An understanding of UNFPA’s mandate in humanitarian situations; ideally, experience of MISP implementation and of any of one of UNFPA’s mandate areas in humanitarian contexts.
  • Demonstrated strong analytical, coordination and organizational skills, as well as excellent writing skills.
  • Excellent interpersonal skills, with a proven track record of building and maintaining trust strategic alliances and partnerships with relevant stakeholders including other UN agencies, government institutions, NGO’s and iNGOs as well as donor groups, with strong communication and networking skills
  • Humanitarian experience in the region is desirable. Experience within the UN common system or other international organization is desirable. An understanding of the Bangladeshi context, and more specifically, the Rohingya refugee crisis, will be valuable.
