UNDP is looking for Regional Gender, Social Inclusion and Adaptation Specialist, 2023 in Dhaka

Summary of key functions:

  • Technical lead on the workstream on Gender and Social Inclusion of the CFN through clear service offers, development of tools and methodologies and support its implementation at the regional and country level.
  • Support the CFN countries in Asia Pacific in embedding gender and inclusiveness in the design and implementation of investments under different sources of climate finance for ensuring equitable allocation and utilization of resources
  • Advise the countries in strengthening resilience and adaptation to mitigate the impact of climate change, particularly on women and poor.
  • Facilitate and partner with the regional and global institutions and networks to increasingly play an enhanced role in taking forward integrated approaches to gender-responsive climate change financing and budgeting to have positive impacts on poverty and human rights.
  • Advise the Bangladesh UNDP country office to strengthen adaptation and embed gender into the country’s climate responsive financing strategies and implementation.

DUTIES & RESPONSIBILITIES

Lead on the Climate Finance workstream on Gender and Social Inclusion:

  • Lead on shaping and implementation of the workstream on gender and social inclusion of the Climate Finance Network
  • Support countries in improving the gender and human rights component of the Climate Change Budget Integration Index- a tool developed by UNDP to gauge the progress on gender and climate change mainstreaming
  • Support the development of gender responsive climate change financing strategies (e.g. CCFF, LCFF, LAPA) in Asia and Pacific countries supported with technical assistance on gender and poverty dimensions, particularly with regard to providing guidance on how best to integrate budgeted gender-responsive activities into climate change programming in selected countries and make the programming more inclusive of the voice and participation of groups identified as vulnerable to climate change by national and/or sub-national climate change vulnerability assessments and/or poverty reduction strategies.
  • Support the strategic implementation of climate change responsive budgeting to target climate change finance in a gender responsive way at national and/or sub-national levels.
  • Lead on rolling out and implementation of tools developed by CFN team and other development partners for instance Gender Inclusive Financing Framework and Gender and Socially Inclusive Cost Benefit Analysis
  • Technical support for the development and roll out of social protection policies that are gender responsive and adaptive.
  • Support knowledge management on gender and social inclusion and the development of regional and country specific tools and guidelines for gender and climate change integration.
  • Support the capacity development initiatives for different stakeholders including the government functionaries and private sector for mainstreaming gender and social inclusion in climate investments

Advise countries for mainstreaming gender and social inclusion in different sources of finance for ensuring equitable allocation and utilization of resources:

  • Support to countries in design, appraisal and implementation of financing options for climate that improves resilience and reduces vulnerability
  • Support the development and implementation of gender and climate responsive budget tagging/tracking/coding and the call for sex and socio-economic disaggregated data for budgeted projects to facilitate the reporting on gender responsive climate change budgeting and finance.
  • Support the previous work done on the Gender Tagging Toolkit for Local Level Climate Investments in Bangladesh and strategize ways to update and mainstream it
  • Support piloting of gender and socially inclusive climate cost benefit analysis and small grants initiative with a view to scaling up the interventions at the sectoral level
  • Support and engage different accountability actors and research institutes for evidence and guidance for enhanced impact of climate change investments
  • Support analysis and assessments from budget tracking and related processes as to whether climate change finance is having a gender responsive impact for key vulnerable and marginalized groups as per national and/or sub-national climate change vulnerability assessments and/or poverty reduction strategies.

Advise in strengthening adaptation and risk integration to mitigate the vulnerability of women and poor to climate change:

  • Support the countries in integration of gender and social inclusion in financing strategies and plans for adaptation.
  • Support in data collection and analysis for information on climate change impacts, vulnerability and adaptation initiatives that helps in identifying costs and benefits for investment in climate change
  • Support countries in integration of risks to vulnerable communities in development planning and budgets for select sectors including but not limited to agriculture, rural development. This will be done in conjunction with reforms under the work stream on climate aligned planning and budgeting.
  • Technical support in looking at options for resource mobilization from innovative and international sources of finance for adaptation related projects and plans.
  • Support in piloting gender and social inclusion in community-based adaptation projects for scaled up interventions
  • Contribute to the related UNDP projects including The Scaling up Climate Ambition on Land Use and Agriculture (SCALA) and Climate Promise for providing integrated support to countries on resilient development

Support partnership development and engage regional and global institutions and networks to increasingly play an enhanced role in promoting integrated approaches to gender-responsive climate change finance:

  • Seek and support partnership with regional entities and different partners including but not limited to UNEP, UN Women, World Bank and national research and development entities, to enhance their value of investments and amplified support to the countries
  • Manage the gender and social inclusion reference group created by the UNDP CFN and UNWOMEN, to provide guidance on empowering the vulnerable communities through mobilization of climate finance
  • Support in integrated service on engendered climate finance to countries through bringing together different regional programs being implemented by UN agencies and other development partners
  • Support the replication and acceleration of reforms on gender and social inclusion sensitive climate change planning and budgeting through south-south and peer to peer learning in the region.
  • Serve as a liaison with selected regional platforms including for developing briefing papers/presentations to be delivered at these platforms (including ASEAN and PIFS).
  • Support to regional events and dialogues and exchanges between countries to share climate responsive budgeting experiences.  This includes support to innovative South-South engagements and peer to peer support to strengthen climate finance in Asia and Pacific and contribute to the regional dialogues and communities of practice.
  • Strengthen the CFN strategic contribution to related international and regional dialogues and communities of practice on gender responsive climate change finance, including platforms such as Commission on the Status of Women, UNFCCC Gender and Climate Change work programme etc.
  • Contribute to ensuring that the GCCF/CFN programme’s approach in budgeting for gender responsive climate investments is well promoted where requested (e.g., Africa and Latin America).

Support Bangladesh country office:

  • Provide advisory support to the Bangladesh country office on gender and social inclusion in the UNDP’s country strategy and implementation thereof.
  • Support UNDP Bangladesh country office on strengthening gender and social inclusive development and budgeting, particularly with a climate change lens.
  • Coordinate and support the implementation of the GCCF project activities in Bangladesh
  • Coordinate and support the implementation of the CFN project activities, especially on climate aligned planning and budgeting, tax and innovative finance and access to international climate finance with a gender and social inclusion lens in Bangladesh.
  • Liaise with and support other climate change projects within the RIG cluster including SIDA Global and LoGIC, to ensure an integrated and cohesive approach towards gender sensitive climate change planning and budgeting, especially at the local level
  • Strengthen the contribution of Bangladesh CFN in international and regional dialogues and communities of practice on gender responsive climate change finance, including platforms such as Commission on the Status of Women, UNFCCC Gender and Climate Change work programme and the Gender and Social workstream of the CFN.
  • Support the collection and use of sex-disaggregated evidence and data to inform national programming for climate action and pilot the integration of gender and social inclusion dimensions into various tools and methodologies, such as Climate Public Expenditures and Institutional Review (CPEIR) V.2 and Climate Change Budget Integration Index (CCBII) and to inform national and relevant international policy discourses (e.g. UNFCCC, Biennial Assessment Report (BA), GCF, SDGs etc.) in a gender responsive way.
  • Support the mainstreaming of gender-responsiveness and social inclusion in the formulation of financing solutions for the Sustainable Development Goals and joint programming in support of national integrated financing framework (INFFs) in this regard.
  • Support the innovative financing workstreams on thematic bonds, public private partnerships (PPP), impact investment and blended finance through a gender and social inclusion lens.
  • Support the SDG Financing and Climate Financing work at the CO, contributing to the Climate, Governance and Private Sector teams.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

JOB REQUIREMENTS

Education

  • Advanced university degree (Master’s or equivalent) in Economics, gender studies, social policy, public finance, development or other relevant field.
  • First level university degree could also be considered with an additional two years of relevant work experience

Experience

  • Minimum 7 years of experience (with Master’s degree) or 9 years (with Bachelor’s degree) at national and/or international in areas related to gender mainstreaming and public finance and preferably other sources of climate finance
  • Minimum 3 years of experience in providing advisory support to the government particularly the Ministries of Finance, Planning, Women development and Environment and private sector is desirable.
  • Strong experience on gender responsive climate finance at national and international level is an asset.
  • Experience working on gender and/ or climate change responsive planning and budgeting and other sources of climate finance with a good understanding of developing countries context is desirable
  • Experience of working on adaptation and risk integration in development planning and climate finance is an asset.
  • Strong knowledge of the gender and poverty linkages with climate change (e.g. gender and poverty responsive approaches to climate change adaptation, mitigation, disaster management, natural resource management, and infrastructure programs and projects). Is an asset.
  • Strong knowledge of social protection programs and poverty targeting schemes is desirable.
  • Strong track-record of capacity development support for gender and social policy mainstreaming for governmental institutions such as finance and economic planning ministries at institutional and operational levels is an asset.
  • Demonstrated track record of relevant experience and expertise (publications, reports, project proposals) is highly desirable.
  • Experience in the Asia Pacific region is an advantage.
  • Excellent organizational and communication skills.
  • Work experience in an international organization or Extensive knowledge of UNDP’s policies, procedures and practice is an advantage.
  • Ability to work as a part of a team, sharing information and coordinating efforts within the team.

Language Requirements

  • Excellent analytical and writing skills. Fluency in English.
