International Rescue Committee is looking for Senior Program Manager – Child Protection & Youth Development 2021 in Ukhiya, Chattogram

The Senior Program Manager – Child Protection & Youth Development will be responsible for overseeing the prevention and response arm of IRC’s child protection and youth development interventions in Rohingya Refugee camp and Host Community.

The program has six major components:

  • livelihoods training and counselling to young men & women
  • leadership, civic education, and conflict-resolution,
  • Young men engaging in accountable practices that transform ideas of masculinity, power and control over resources.
  • Strengthened life/leadership skills, shifts in gender norms and improved livelihood skills and opportunities increase young people’s resilience to violence.
  • Strengthening skills, knowledge and coordination of informal justice providers and
  • Youth develop and apply skills in leadership, civic education, and conflict-resolution. Youth men and women receive livelihoods training and counselling to generate income and assets

 Key Responsibilities:

  • Support the quality operationalization of the IRC’s child protection and youth development interventions in Bangladesh, ensuring that needs and priorities for programming and standards are in line with the context, needs, and gaps on the ground
  • Provide technical support (such as supervision and coaching, development of SOPs and guidelines) to the CP&YD program staff, mentoring, capacity building and quality supervision to support implementation of case management and Safe Healing and Learning Spaces activities in camp
  • Conduct needs assessment, develop and implement a capacity building plan and provide day to day mentoring support, formal and on-job training support to partner staff
  • Work closely with Protection teams including Women’s Protection and Empowerment and Protection & Rules of Law team to ensure successful implementation of child protection and youth development program successfully
  • Ensure the prevention activities and other child focused interventions have appropriate reporting and referral mechanisms to appropriate team
  • Support the Technical Coordinator and other relevant technical teams in developing strategy for community-based child protection programming, y outh development and access to justice work closely with young people, understand their needs and challenges and support implementation of life skills and leadership development program, especially in In host community Support implementation of economic empowerment activities of Rohingya adolescent boys and girls. Work closely with partner in implementing skill development activities in Host community
  • Ensure integration and inclusion in program delivery, children and young people from different age, sex and ability are equally addressed in program implementation.

Program Design & Implementation :

  • Prepare and follow up the progress of project implementation plan. Work closely with partners to achieve project results and take support from Project Coordinator and other department, especially operations, as necessary.
  • Ensure appropriate monitoring mechanisms are in place to provide analysis and appropriate response with other actors while adhering to data protection principles
  • Regular monitoring of the program and providing necessary supervision support to the team. Monitoring findings are recorded and shared at different platform (within IRC and partner) for the improvement of program delivery
  • Coordination with Protection and Women Protection and Empowerment (WPE) program to ensure the projects are bringing comprehensive impact in the life of the clients
  • Regularly review information and documentation practices to ensure children’s information is gathered, stored and shared safely. Ensure confidentiality and that data protection and information-sharing protocols are respected in line with IRC internal standards and inter-agency standards.
  • Monitor and analyze child protection data in order to adjust implementation plan, inform capacity building and produce quality donor report and response.
  • Based on learning from the field, identify recommendations to strengthen child protection responses and work with Health and Women Protection and Empowerment team to implement recommendations
  • Regular consultation with children and young people, identify their needs and program gaps. Understand changing situation and demand for children and adolescent to be protected from any harm and exploitation. Provide recommendations and suggestions for future programming
  • Ensure child safeguarding policy is understood and implemented within the case management team

Partner Management :

  • Work closely with partner, monitor progress and provide regular support for quality implementation of the program
  • Identify capacity gap, provide handholding support and develop capacity strengthen plan. Coordinate with technical team for implementation of the plan and monitor progress
  • Attend regular meeting and sharing session to develop and monitor implementation plan, track expenditure and compliance and coordinate with another department where necessary
  • Review progress report and data, provide regular feedback and guidance for improvement

Coordination & Representation:

  • Dedicatedly participate and contribute in youth development working group and task force and build productive relationships with those actors to better understand the context, needs and priorities around child protection, and use this to inform or guide the next steps around youth development in the short and longer term, with a preference around building child protection and youth development mechanisms, and strong collaboration and cross-sector working
  • Develop and maintain effective coordination and long-term relationships with external parties, representing IRC positions, promoting long-term strategy and resolving problems/conflicts

Budget and Compliance Management

  • Development and management of donor budget plans and ensure proper monitoring and budget tracking of expenditures
  • Oversee timely budget spending plan, procurement plan and operating budget forecast and advise on donor budgeting activities and ensure proper procedure that promote donor retention
  • Regular follow up and support to the partner to ensure expenditure is on track and donor compliance are managed efficiently. Identify capacity gap and ensure necessary support on a rapid manner

Other Duties :

  • Consistently and dedicatedly monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC program
  • Other duties as assigned by the supervisor to enable and develop IRC programs

Eligibilities

Qualifications:

  • Excellent professional track record with at least in total 6 years’ working experience and 3 years’ experience in working with international organization in management level. working in child protection in emergency/ humanitarian program implementation in conflict or immediate post conflict environments
  • Proven experience in working on child protection and youth development program in development sector
  • Experience in effectively dealing with international staff, donor agencies, government officials, and other NGO’s;
  • Prior experience working with Rohingya communities will be an advantage
  • Proven experience of supervising and providing case management services and support
  • Experience in working with local partner, especially in camp settings
  • Staff management experience, including staff capacity development and team building experience

Competencies: Knowledge, Skills & Abilities

  • Ability to work with a broad spectrum of people
  • Good knowledge and understanding of international child protection and youth policy and practice issues
  • Strong proficiency in budget management, grants management and reporting
  • Strong coordination and project management skills
  • Strong writing and analytical skills, including ability to communicate technical matters to a range of audiences
  • Competent in Windows, MS office programs, emails and relevant database
  • Interpersonal Qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well
  • Good coping strategies in stressful and emergency situation, calmness is a requirement

Language Preference

  • Strong communication skills in written and verbal English

Specific Educational Qualification

  • Master’s degree in Child or Youth related field e.g. Education/ Social Work/ Community etc. is preferable. For experienced candidate, such condition can be relaxed.
