ICF is looking for Monitoring, Evaluation, and Learning (MEL) Director – TB Diagnostics Network Strengthening (TBDNS) 2023 in Dhaka
Job Responsibilities:
- Lead the design of and support the implementation of a TBDNS wide monitoring, evaluation and learning plan. This plan will establish a common framework for indicators, data collection and reporting across all TBDNS implementing partners, and identify core learning questions across all TBDNS awards.
- Provide technical oversight to systematic collection, analysis, synthesis, use, translation, and dissemination of data and learning onf TBDNS to inform both internal programmatic decision-making and the evidence base for TBDNS.
- Work with the project team and USAID, in collaboration with a broad array of Bangladeshi stakeholders, on the identification of key performance indicators, including their definitions, measurement, process of data collection, analysis, interpretation, presentation, and reporting.
- Provide timely qualitative and quantitative information to the project team on the quarterly and annual progress reports, programmatic updates, success stories, briefs, newsletters, as required.
- Ensure documentation and dissemination of findings, impact, innovations, and lessons learned.
- Establish and oversee the project database, including data verification, entry, and cleaning.
- Identify and advise the project team on the implementation of innovative solutions to data collection and monitoring.
- Ensure compliance with the project’s MEL requirements and reporting.
- Liaise with project’s technical team to establish appropriate targets for work plans.
- Lead MEL team in the ongoing development of the project’s overall M&E system, including indicator selection and adaptation, data collection, data analysis, and reporting.
- Lead the development of the project’s learning agenda and related implementation activities.

Eligibilities
- Bachelor’s degree in public health, health systems, medicine, or related degree
- Master’s degree or equivalent in international development, monitoring and evaluation, public health, or a related field.
- At least 10 years of experience with USAID or other global health projects leading performance monitoring, evaluation, learning and/or data use for decision-making.
- 10 + years of experience implementing all technical, fiscal, and administrative components of complex MEL programs, preferably TB programs, of similar scope and scale to this Activity.
- 10 + years of experience with qualitative and quantitative MEL data collection and analysis methods. Work closely with government counterparts and other local stakeholders to strengthen capacity in data collection, reporting, and use of data for decision making.
Preferred Qualifications
- Master’s degree or equivalent in international development, monitoring and evaluation, public health, or a related field.
- Demonstrated experience focusing on results and impact in the tuberculosis and infectious disease space, with strong strategic vision and an understanding of systems approaches to programming and monitoring, evaluation, and learning.
- Demonstrated experience in fostering a culture of continuous improvement and adaptive management.
- Demonstrated experience designing and implementing monitoring and evaluation frameworks for tuberculosis programming at a global scale, as well as measuring program results, including those related to the concepts of coverage, quality, and access.
- Demonstrated experience building monitoring, evaluation and learning capacities of country-level staff, including government, civil society, and private sector.
- Experience using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Excel
- Fluency in English and Bengali required.
