ICF is looking for Chief of Party – One Health Activity -Bangladesh 2023 in Dhaka
Job responsibilities:
- Provide agile and high-quality leadership to the project’s interventions in Bangladesh, overseeing the technical and strategic direction of a 10-24M, 5-year USAID investment.
- Manage a diverse team of technical, operational and management staff, ensuring high-performing and integrated cross-functional teams capable to deliver program results.
- Build upon the documented successes and lessons learned of concurrent and predecessor efforts in strengthening national programs’ one health strategy ensuring that all relevant lessons learned are applied and adapted in implementation.
- Determine annual priorities, develop work plans, prepare annual reports in conjunction with USAID and with input from key stakeholders.
- Lead strategy for partnership and engagement with in-country organizations to build their capacities to administer health security interventions.
- Ensure process and procedures for grants evaluation, award, and administration are put in place and followed in line with project plans and objectives. Provide oversight and guarantee effective quality assurance measures are in place for the entire lifecycle of the grants process.
- Primary liaison with USAID, the donor community, and other key stakeholders for the program at the central level.
- Ensure effective country-level relationships are established with relevant ministries (including agriculture, wildlife, forestry, among others), local partners, international organizations and others contributing to the health security agenda.
- Collaborate with M&E staff to design, implement, and monitor the quality of all program activities and timely delivery of deliverables to the client. Ensure a robust plan to track program data/results across locations and technical assistance activities to inform adjustments in program implementation.
- Manage program administration, implementation, and financial management to ensure program implementation aligns with budget allocations, internal policies, and USAID regulations.
- Ensure that program results are proactively disseminated, and learnings are shared and incorporated to continuously improve.
- Provide oversight and strategic guidance for all project activities ensuring key results are consistently delivered and key lessons are broadly disseminated.
- Apply a deep understanding of the global health, health systems, one health and global health security sectors to ensure the project responds to and leverages all relevant global, regional and national efforts.
- Mentor and support the success of senior leadership team members within ICF and its subrecipients.

Job Requirements:
- Advanced degree in public health, health administration, international development, or a related field.
- Minimum of 10 years of progressively responsible experience in a senior-level role leading complex projects in supporting developing countries,
- 3 + years of leadership experience on a USAID-funded project
- Strong project management and representation experience including leadership experience on projects utilizing sub- grants to local organizations.
- Practical knowledge of Bengali health systems and stakeholders.
- Extensive experience working effectively with counterparts at various levels of government, as well as with non-governmental organizations, and international organizations in managing international development assistance projects.
- Proven leadership and management skills, including a track record of managing and coordinating high-performance teams across multiple program office locations and the provision of technical assistance, including the ability to coach, guide, and inspire the team members in their contributions to meeting program objectives.
- Proven leadership in fostering collaborative learning and adaptive management, monitoring effectiveness, opportunities, and challenges, and adapting implementation based on learning to achieve desired program outcomes.
- Demonstrated knowledge management experience to collect, analyze, and disseminate learnings across countries.
- Excellent writing and communications skills in English.
- Master’s degree in Public Health, Public Administration, Medicine, Microbiology, Veterinary Medicine or a related field.
- 10 + years of relevant experience managing, designing and implementing similar, international, multi-million, donor-funded programs. COP/Deputy COP or Project Director experience preferred.
- 15 + years of relevant experience working in Bangladesh or within the region, on public health programs, health system strengthening, infectious disease, one health, especially experience working with donor-funded projects.
- 15 + years of experience interacting with other government agencies, host country governments, and international organizations.
- 10 + years of relevant experience managing, designing and implementing similar, international, multi-million, donor-funded programs. COP/Deputy COP or Project Director experience preferred.
- Strategic vision, leadership qualities, depth and breadth of technical expertise and experience. Strong interpersonal, written, and oral presentation skills to fulfill the diverse technical and managerial requirements of the program description.
Preferred/Qualifications:
- Experience managing infectious disease and one health programs.
- Deep knowledge of Bangladesh’s public and private health systems.
- Experience designing, managing, and implementing complex and comprehensive global health security, infectious disease prevention, and/or national health systems projects.
- Experience with USAID project management, agency policies, regulations, and MEL and reporting requirements.
- Experience working with national and sub-national level government officials and health providers, and other relevant stakeholders.
- Demonstrated ability to manage success in multi-component projects with multi-functional teams and international consultants.
- Fluency in English and Bengali is strongly preferred.
