CARE Bangladesh is looking for Governance Coordinator 2021 in Dhaka.
The Governance Coordinator will be responsible for providing strategic and technical support to the consortium partners and project stakeholders of JANO. The areas of support include strengthening union, upazila and district level local governance system around nutrition related services; assist LG institutions and processes on nutrition specific and nutrition sensitive planning, progressive budgeting and effective utilization of resources; promote transparency, quality of participation and sustainability of interventions. The person will help the project team in defining governance strategy and instruments which will help them implementing the interventions as per need. The person will provide assistance to the senior team leader, governance manager and capacity building manager of by reviewing key documents, methodologies and processes and suggest pragmatic solutions to the challenges. This person will help the team in linking the local issues with national context vis-à-vis food and nutrition governance and policies.
Responsibilities
- Strategic and technical support to the team to reinforce nutrition governance :
- Provide thematic support to STL and team members in developing annual plan and operational strategy.
- Reinforce governance-nutrition-gender nexus and deepening the insight among the project stakeholders.
- Provide support to governance manager and team in developing methodology and tools around accountability and efficacy of local governance structures for providing better nutritional services. This includes community score card, social audit, UP self-evaluation, participatory budget etc.
- Participatory research for evidence generation and learning :
- Provide support to M&E coordinator, governance manager and STL to rollout governance marker.
- Assist team in developing and reviewing methodology and terms of reference for conducting study and survey as per project plan and need.
- Prepare/ review need based fact sheets, briefing papers, monographs following the outcome of research, survey and field observations.
- Collaboration and networking and representation :
- Undertake initiative among the partners, peers and governance stakeholders to collaborate among each other for reaching towards common goal as per NPAN II.
- Support communities for expanding and deepening civic space at various levels with an aim to promote food, nutrition and community level public services.
- Networking with relevant forum/ platforms to pursue common agenda.
- Advocacy and policy influencing :
- Initiate and facilitate processes to link local level issues/ policy asks with regional and national processes with an aim to realize better nutritional outcome at the grassroots level.
- Develop advocacy strategy and conduct power analysis to pitch policy asks to the relevant government offices.
- Initiate social dialogue to engage community and policy actors to address the policy gaps.
- Develop advocacy and policy papers and relevant materials and facilitate to publish and disseminate among the wider audience.
- Security :
- As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

Eligibilities
- At least 7-8 years’ professional experience in local governance and participatory development with minimum 5 years’ experiences at managerial role in relevant field.
- Master’s degree in Governance and Public Policy, Development Studies, Rural Development and/ or relevant fields.
- Trained in policy research, participatory methods, accountability tools and advocacy.
- Credible track record in preparing fact sheet, policy briefs and advocacy and campaigning strategy.
- Experience in working with government, partner NGOs, and civil society organizations.
