Asian Development Bank (ADB) is hiring Senior Climate Change Officer 2022 in Bangladesh

Responsibilities

Country Strategies:

  • Provides technical support on country-level policy and strategy work on climate change across sectors consistent with the ADB commitment for Paris Alignment
  • Support climate-change related policy reforms to be implemented in the country
  • Contribute to climate-change related upstream works e.g., vulnerability assessment.
  • Provides technical support in the integration of climate objectives/actions and sector and thematic-level strategic analytical work at the country level.
  • Maintains database of the country’s National Determined Commitments consistent with the ADB commitment for Paris Alignment.
  • Provides technical and research support in country programming and in the preparation of strategies, policies and programs related to low-carbon development, climate adaptation and disaster risk management.
  • Provides technical support in the preparation of the Indicative Country Pipeline and Monitoring (ICPM) report.
  • Reviews climate change-related documents from SARD divisions or other resident missions, other ADB departments, and outside ADB.

Project Preparation And Implementation

  • Provides technical support to project teams in the identification, development, processing and administration of loan, grant and TA projects that have a significant greenhouse gas (GHG) emissions reduction outcome and/or projects that are focused on adaptation interventions in the DMC.
  • Support project teams during project processing in identifying climate change risks and hazards, counting climate change financing according to relevant ADB guidance notes and estimating GHG emissions and reductions, through developing the initial Climate Change Assessment (CCA) report, if applicable.
  • Support in reviewing project climate risk and adaptation assessments (CRAs) and ensuring that appropriate climate actions are incorporated into the project design.
  • Review from the climate change perspective technical assistance (TA) concept notes and reports, Project Concept Paper (PCP), Report and Recommendation of President (RRP), and other pipeline project documents to ensure that climate change adaptation and mitigation components/activities are properly identified and incorporated and associated costs (climate financing) are counted and documented.
  • Contribute to climate-change related upstream works e.g., vulnerability assessment.

Monitoring And Reporting

  • Contribute to monitoring and reporting on project-level climate change interventions, climate finance, and other performance indicators.
  • Assist in monitoring and reporting on SARD climate finance including from internal and external sources such as ADB-administered donor trust funds (e.g., Climate Investment Funds), financing from multilateral climate funds such as the Global Environment Facility and the Green Climate Fund, and bilateral financing. Assists in monitoring progress on SARD’s share of ADB’s climate change strategic priorities at corporate level including the Paris Alignment and Strategy 2030;
  • Monitor and report on climate change targets at the country level and outcomes and support the growth of strategic country level approaches to climate change and disaster risk management (DRM)

Eligibilities

Relevant Experience & Requirements

  • Bachelor’s degree in a development-related field, such as climate and environmental sciences, environmental economics and management, water or natural resources management, resource economics, or other similar disciplines, preferably with experience on renewable energy, and advanced training on environmental sustainability or any other climate-related field; a Master’s degree will be an advantage
  • At least 8 years relevant experience in climate-related project and research work.
  • At least 4 years of supervisory experience.
  • Proficient in the field of climate change, environmental planning and management, including climate and disaster risk and vulnerability assessment, pollution prevention strategies, and other related tools/strategies
  • Experience in climate change project design and implementation.
  • Aptitude to perform analytical and conceptual thinking
  • Proficiency in the use of standard computer applications
  • Effective report-writing and communication skills in English
  • Strong oral and written communications skills
  • Interpersonal and diplomatic skills, and teamwork and ability to develop rapport internally and externally in a multicultural environment
  • Ability to guide administrative staff (AS) to facilitate work planning, delivery and quality review;
  • Strong planning and organizing skills to handle many tasks with deadlines
  • Ability to work collaboratively with teams as a constructive team member.
