The SWAPNO project builds on UNDP experience with the Rural Employment Opportunities for Public Assets (REOPA) project intervention, which was implemented by the Local Government Division (LGD) of MoLGRD&C from 2007 to 2011. Informed by the successes of the REOPA project, the SWAPNO project is designed as a follow-up programme, comprising public works safety net employment of extreme poor women in the most vulnerable districts. The project is designed following a state-of-the-art graduation strategy that aims at beneficiaries’ sustainable exit from extreme poverty, with a focus on future employability. It is also underlined that SWAPNO will be delivered in concert with the Social Protection Policy Support (SPPS) Programme. As such it will provide a test bed for a number of strategic interventions and, in addition to its delivery impacts, provide upward feedback to policy and system improvements.
SWAPNO envisages a delivery mechanism that combines government ownership, transparency/ accountability and development impact having graduation out of poverty combined with building public assets. Women will be intensively counseled to save a portion of their wages gained from the public work programmes under SWAPNO project. At the same time, they will be supported to invest their savings wisely. Moreover, the project will enhance good local governance and develop capacity of local government Institutions (LGIs).
In order to achieve the project outputs, Local Government Institutions will need increased capacities and improved management skills, with particular attention to their responsiveness to the needs and demands of the poor. Strengthening local government capacity not only supports effective project implementation but also strengthens a range of service delivery mechanisms. The improved capacity through various capacity development initiatives will promote good governance in implementing social transfer programmes and pro-poor & gender-sensitive service delivery with respect to accountability, responsiveness and inclusive development.
The M&E framework includes monitoring schema, with monitoring and feedback reporting flow at different intervals (monthly, quarterly, yearly), for information to project stakeholders and decision-making authorities.
Duties and Responsibilities :
- The incumbent shall carry out the duties given below to achieve the mission:
Under the guidance of MIS Associate, devise the process of feeding MIS data from Union Parishad (UP), ensure implementation of effective MIS reporting as required; - Assist in collecting MIS data from the field;
- Assist to Undertake/provide training of data collectors;
- Assist to Compiling collected data from the field;
- Assist to prepare monthly/quarterly/half yearly reports on MIS;
- Access to E-payment software;
- Demonstrate an understanding of professional and ethical practice;
- Arrange for accessible storage of data records and documentation.
Key Results Expected
- Collect efficient data and implement those on database properly;
Slide preparations and necessary image processing; - Performed DATA Sampling as per work plan;
- Checked SERVER properly and necessary troubleshooting problems;
- Generate reports on compiled data;
- Updated the monthly/quarterly/half-yearly reports as required;
- Showing survey results and make reports based on E-payment software;
- Carry out any other relevant tasks assigned by the MIS Associate and/or the Project Manager.

Eligibilities
- Enrollment in a graduate-level degree programme in Bachelor of Computer science/engineering and related field. Only those students who will return to their studies upon completion of their internship assignments are eligible. (Letter of enrollment from school will be requested from the selected applicants);
- Eagerness to learn about UNDP practice areas and their application on the national, regional and international level;
- Excellent level of English language writing skill (ability to write well for the international audience);
