URC is looking for Chief of Party/Project Director – USAID Systems Strengthening for One Health Activity – Proposal 2023 in Dhaka
Job Responsibilities:
- Provide overall strategic vision, technical leadership, and oversight for the project.
- Provide an appropriate balance of technical, managerial, and interpersonal skills to coordinate effective implementation of program activities, including development of a dynamic learning agenda and adaptive management approach.
- Make programmatic decisions and troubleshoot implementation challenges; oversee program data quality compliance, including development of data tracking and monitoring systems USG or donor funding audit standards; and oversee sub-grant development, including compliance with programmatic objectives and URC\donor financial and administrative regulations.
- Responsible for overall financial management and administration of the project; approve local financial transactions and authorize expenditures from local bank accounts; and approve all aspects of project procurement and logistics.
- Serve as spokesperson and advocate, representing the project to the donor, central and local government officials, private sector leaders, and other stakeholders; will represent the project and URC at local, regional, and international fora.
- Carry out supervisory responsibilities in accordance with the URC policies and applicable laws, including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints; and resolving problems.
URC is searching for an experienced Chief of Party for the anticipated five-year $10-24.99M USAID Bangladesh Systems Strengthening One Health Activity in Bangladesh. The purpose of the One Health Activity is to strengthen Bangladesh’s Global Health Security architecture that will allow early detection of diseases in the animal, human, and environmental interfaces minimizing societal disruption, and prevent avoidable death. The activity will support three key objectives: 1) Strengthen Systems for Multi-Sectoral One Health Governance and Coordination; 2) Strengthen One Health Infectious Disease Surveillance and Laboratory Systems and 3) Reduced Threats of Antimicrobial Resistance.

Eligibilities
- Master’s degree in Public Health, Public Administration, Medicine, or a related field and a minimum of 7 years of progressively increasing responsibility, working on large-scale, complex international development and public health programs.
- At least 10 years of relevant experience working in Bangladesh, or within the region, on public health programs for GHS, infectious diseases, AMR, and HSS, especially experience working with donor-funded projects
- At least 10 years of relevant experience managing, designing and implementing similar, international, multi-million, donor- funded programs.
- Supervisory experience involving leadership of professional and support staff; oversight and evaluation of staff performance and deliverables, and contract management.
- Experience in managing donor-funded procurements and financial reporting.
- Experience advising senior policymakers, host-country entities, including central and local governments, development partners, civil society and community-based organizations on health, nutrition, and related policies and devising standards, guidelines, and strategies and working with local/regional health authorities and communities to institutionalize activities.
- Experience designing, managing, and implementing complex health activities, including in two of the following: GHS; HSS; AMR; and infectious disease in developing countries involving multiple stakeholders and implementing partners.
- Demonstrated ability to provide oversight of local capacity development efforts.
- Demonstrated experience strengthening service delivery and health systems.
- Strong oral and written communication skills in English (Bengali preferred).
