Job Responsibilities:
Policy, Planning and Standards
- Promote the IFRC’s policies, frameworks, standards, tools, methodologies, systems, and procedures.
- Support and guide the implementation of IFRC’s commitments and guidelines for different thematic areas including Disaster Risk Reduction (DRR) and resilience planning and programmatic processes.
- Support the National Society (NS), the Secretariat and in-country memberships to engage in national policy dialogues such as any relevant National Platforms within Bangladesh.
- Provide strategic and policy guidance to BDRCS and the IFRC country staff on how IFRC can contribute to the implementation of Sendai Framework linking with SDGs and Paris Climate Agreement.
- Advise, support, and promote the mainstreaming of Disaster Risk Reduction (DRR), climate change, school safety, health, urban DRM, cash programming and crosscutting issues such as Protection, Gender and Inclusion, Community Engagement and Accountability into the National Society Programmes.
- Support and advise National Society management, project/team managers, in analyzing trends, risks and conditions for managing projects and delivering services; resource, budget and project management; risk and benefit realization management; and change management and learning
- Contribute to upholding IFRC policies, procedures and management system within the Country Delegation and integrated partners and support their improvement and review as necessary.
Programme and operations Oversight
- Support the National Society in strengthening its service delivery systems, designing, and delivering programmes in accordance with its strategy and multi-year country support plan. Promote integrated programming approach, considering DRM/FBF, Climate change, Education, Community development, Health and Care, WASH, Shelter, Cash-based interventions, Migration, Food Security & Livelihoods and National Society Development.
- Ensure that all programme areas have continuous access to technical advice and guidance to support programme implementation, including backstopping for technical colleagues as required.
- Provide direct management, direction, and oversight to the members of the programme/operation/projects’ teams and effective coordination with the relevant staff in BDRCS NHQ and within the memberships. This includes:
- Staff management, oversight of budgets, coordination of resource mobilisation, planning, monitoring, and reporting.
- Overseeing and aligning team’s work plans for technical support and ensuring the appropriate coverage within the existing capacities of the country delegation, and in coordination with technical counterparts at the Asia Pacific (AP) Region.
- Act as a dedicated focal point for the programme and strategic support to BDRCS. This includes overseeing budgets and ongoing programme implementation for Bangladesh, coordination of emergency support to BDRCS in times of disasters, strategic dialogue with BDRCS on issues of importance to the NS, representation of BDRCS in inter-agency fora, in agreement with the NS, fund-raising on behalf of BDRCS, promoting and engagement with donors on BDRCS’ programmes, and any other task that may be assigned in relation to IFRC’s support to BDRCS and to the in-country memberships.
- In close coordination with the HDCC Unit and other technical Units where needed at the Asia Pacific Regional Office, provide support to the HoCD and country Delegation and NS, during emergency situations in Bangladesh.
- Represent the IFRC in technical meetings, conferences, seminars, training programmes, and forums. Ensure effective communication with donors and maintain an oversight of all programme-related funding and pledges and ensure these are delivered on time and are of quality.
- Work closely with PMER and ensure necessary programmatic/operational contribution to the IFRC operational/unified plan, programme updates and reports (including donor-specific reports) in agreed formats.
- In close coordination with Partnership Resource Development (PRD) team and Fund-Raising team of BDRCS, contribute to the development of proposals and concept notes to support National Society in fundraising efforts.
- Ensure that the team responsible for programmes and operations prepares accurate and timely monthly operational highlights, quarterly updates on operations and annual updates on operations as well as deliver inputs for standard reports.
- Assume budget holder responsibility over relevant projects and ensure appropriate control of income and expenditures versus plans as well as guaranteed sound planning and financial management in accordance with the IFRC policies, standards and practices. Capture evidence of resilience investment in the region (DRR, health, etc.) through annual mapping, cost-benefit analysis, case studies, reviews, and evaluations, etc.
- Ensure close coordination with Population Movement Operation (PMO) for resource mobilization and risk identification and management and general situation update. Engage and ensure necessary technical support to the team in Cox’s Bazar.
- Keep close coordination with the Country Cholera Support Manager and engage with relevant stakeholders as and when necessary.
- Facilitate BDRCS and in close coordination with the IFRC memberships and other relevant stakeholders, update emergency response plans, contingency plans; Standard Operating Procedures.
- Ensure adequate Movement readiness plans are updated and tested in simulation exercises where possible.
- Enhance National Society in the institutional preparedness to respond to and manage disasters and emergencies, caused by disasters and crises.
- Support Bangladesh Red Crescent Society within the areas of civil-military relations, migration, and preparedness for cash-based interventions.
Institutional Preparedness and Readiness:
- Further strengthen National Society in the Emergency Response Team (ERT), National Disaster Response Team (NDRT) and regional disaster response team concept (RDRT).
- Facilitate regular operational and technical coordination among Movement partners and ensure that relevant policies of the Movement and pre‐agreed thematic issues are followed up.
- Lead IFRC support to Bangladesh Red Crescent Society in operationalizing SMCC and Sevilla agreement
Coordination, Cooperation and Networking
- Build and nurture solid relationships with key external partners – including academia and the private sector – for enhancing innovative approaches in programmes and operations, and research as a base for evidence aimed at supporting advocacy on expanding investment in preparedness and community resilience.
- Establish close coordination, cooperation and working relationship with technical file holders in the APRO.

Education
- Required :
- Advanced University Degree/Master’s Degree
- Preferred:
- Bachelor’s degree in management or relevant subject
Experience
- Required:
- 8-10 years of progressive career development in Humanitarian sector
- Substantive experience in managing complex teams of specialists, including geographically disbursed teams.
- Substantive experience in providing strategic programmatic direction in the humanitarian and specifically, RC/RC context.
- Experience working with diverse cultures.
- Preferred:
- Demonstrated professional experience in an organization within the Red Cross and Red Crescent Movement.
- Previous experience in management positions within the IFRC or a member National Society or the ICRC.
- Experience working in the South Asia context.
