Winrock International is looking for Human Resource Manager – USAID Esho Shikhi 2021 in Dhaka.
The Human Resources Manager will be responsible for ensuring all Esho Shikhi project human resource policies and procedures are being adhered, including compliant human resource records.
Responsibilities:
- Liaise with the Regional Winrock HR representative in Manila on behalf of the Esho Shikhi project
- Responsible for recruitment, selection, and hiring processes for the project, including working with the Senior Management team and hiring managers to define strategic staffing plans that ensures that the project has the appropriate staff in place, in alignment with overall strategies
- Review final job descriptions and oversee the recruitment and evaluation process for prospective candidates
- Ensure Esho Shikhi adheres to Bangladeshi Labour Law and Winrock International/Esho Shikhi program policies and procedures as outlined in relevant policies and manuals. Support updates and revisions to the HR policy manual as needed
- Ensure the project staffing plan is aligned with the Bangladesh Local Compensation Plan
- Manage vacancy announcements to ensure they receive Ministry of Labour and Employment approval and are widely posted
- Oversee performance management and provide advice to staff and managers on performance and HR issues
- Actively resolve issues concerning employee relations
- Manage onboarding and orientations for new staff
- Develop and implement a leave tracking system that includes staff working with Esho Shikhi partners
- Develop and implement a recruitment tracking system
- Develop and provide training for supervisors on performance objective development and conducting staff evaluations
- Develop and lead ethics, code of conduct, child protection and other relevant trainings as needed
- Ensure that personnel files are maintained including contracts, job descriptions, recruitment documents, performance evaluations and exit interviews
- Ensure timesheets for project staff are accurately completed
- Reconcile leave tracker and timesheets with the Director of Finance and Administration monthly and ensure that payroll and benefits are recorded properly on the Field Office Vouchers
- Provide guidance to staff and supervisors throughout the performance management cycle
- Monitor staff morale and productivity to maximize retention
- Elevate human resource concerns to the Chief of Party as needed
- Communicate any changes in HR policies and procedures to project staff
- Other tasks and duties as assigned

Eligibilities
- Education:
- Bachelor’s degree in human resources management, or a relevant discipline
- Work Experience:
- 6-8 years’ experience working on human resources in Bangladesh
- Previous experience with U.S. government funded projects preferred
- Skills:
- Excellent interpersonal, organizational planning and analytical skills
- Ability to work productively independently and in a team environment
- Proven oral and written communication skills in English and Bengali
- Knowledge of applicable labour laws
- Knowledge of MS Office – Outlook, Word, Excel, and PowerPoint
