Winrock International is hiring GESI Specialist, Fight Slavery and Trafficking-In-Persons (FSTIP) Activity 2021 in Bangladesh.
The GESI Specialist is responsible for mainstreaming gender and social inclusion considerations into all project activities. He/she leads implementation, tracking, monitoring, and assessment of the FS/TIP Gender Action Plan; trains staff and NGO implementing partners on gender equity and social inclusion issues, GBV, and child marriage; coaches NGO implementing Partners and FS/TIP teams on GESI-inclusive management and hiring techniques; supports the MERL Manager in collecting and analyzing data related to GESI considerations; facilitates CLA sessions assessing progress and learning around GESI issues; ensures the implementation of safeguarding policies and a Do No Harm approach; and works closely with the FS/TIP MEL Manager to create the MEL Plan incorporating GESI considerations.
Responsibilities
- Lead the design and implementation of context-specific gender and social inclusion analysis and ensure findings are adequately integrated into the FS/TIP project’s implementation and collaboration, learning, and adapting (CLA) agenda;
- Develops and oversees implementation of the program’s GESI policy, principles, and strategy, including specific activities, capacity building, external and internal learning agenda on GESI issues, and integration into the project’s overall CLA agenda.
- Coordinate closely with the technical project staff to ensure full integration of gender and social inclusion throughout program design, planning, and activity implementation;
- Conduct social inclusion analysis activities with project staff, beneficiaries, and key stakeholders; lead efforts to integrate inclusive practices and recommendations related to gender, youth with disabilities, vulnerable and minority populations into project design and activities;
- Serve as a resource and mentor program staff and project partners on social inclusion programming; conduct trainings and other capacity building activities as needed;
- Work closely with project technical specialists and the MERL Manager to develop GESI activities, indicators, and targets;
- Lead the implementation and monitoring of gender and social inclusion strategies across all programming, and recommend improvements to address the needs of marginalized and excluded populations;
- Promote and coordinate discussions on best practices and learning with external stakeholders as planned within the project building a strong evidence base on GESI achievements reporting achievements to project partners and USAID;
- Collaborate with project beneficiaries, community leaders, public and private sector actors, and other key stakeholders to develop and implement inclusive and gender sensitive practices;
- Establish and maintain productive relationships with government officials and civil society organizations representing the interests of marginalized and vulnerable populations;
- Support the MERL Manager in data collection, monitoring of program activities’ impact on vulnerable, marginalized populations and mark progress on gender/social inclusion;
- Prepare quarterly/annual reports and track project implementation progress;
- Support all activities necessary to ensure that the foundation and its programs activities meet its responsibilities to safeguard children, youth and vulnerable adults from abuse and do no harm;
- Ensure a monitoring system is in place for reporting and responding to incidents, and that appropriate support is given to the FS/TIP team and implementing partners on managing child, youth and vulnerable adults safeguarding incidents based on the local procedures and global best practices;
- Promote GESI integration within the FS/TIP team as well as with partners to align with USAID and GOB policies;
- Incorporate GESI specific qualitative and quantitative indicators that track GESI transformation;
- Support cross cutting themes across government stakeholders, CSO partners and private sectors as recommended under the GESI assessment plan;
- Other duties as assigned.

Eligibilities
Qualifications :
- Education: Bachelor’s degree in international development, education, gender and inclusion, sociology, or related fields.
- Minimum of 5 years progressive experience in social inclusion programming, such as youth and women’s’ empowerment, inclusion of persons with disabilities and minority populations;
- Knowledge and experience in GESI programming under counter trafficking in persons, human rights, labor rights, migration, community development and gender equality and social inclusion.
- Strong understanding of issues faced by marginalized populations related to human trafficking and human rights;
- Experience in conducting assessments, monitoring and evaluation, strong analysis and writing reports;
- Practical experience and knowledge of community-based safeguarding and protection approaches, including experience in participatory approaches and methodologies;
- Previous experience working in USAID projects preferred.

- Commitment to the principles of inclusive approaches to programming that encourages full participation of individuals regardless of gender, disability, status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
- Strong communication, writing, and public speaking skills.
- Strong management, communication, and negotiation skills with ability to coordinate and liaise with multiple partners and stakeholders to collect and share data.
- Proficient written and oral communication skills in Bangla and English are required.
