Abt Associates is seeking for Consultant to lead revision of draft National Health Protection Act – LHSS Bangladesh 2021 in Dhaka.
The LHSS Project is USAID’s flagship initiative in integrated health systems strengthening, with a goal to help low- and middle- income countries transition to sustainable, self-financed health systems as a means to support universal health coverage. The project will support country-level efforts to reduce financial barriers to health care, ensure equitable access to essential health services for all people, and improve the quality of health care. The consultant will work under the guidance of Team Leader with knowledge on government administration hierarchy and Rules of Business to lead revision of National Health Protection Act who will work as team leader and supervision of the Chief of Party . He/she will closely work with Principal Health Finance Technical Advisor, LHSS. The consultant will be required to provide technical assistance to relevant project activities where necessary and needed.
RESPONSIBILITIES:
- Meet and sensitize Hon’ble Minister/Secretary on the need of draft National Health Protection Act (NHPA) in light of Health Care Financing Strategy and Universal Health Coverage.
- Begin the NHPA draft subject to getting nod from GOB. The consultant will begin his/her drafting NHPA works after getting the approval from Secretary/Hon’ble Minister. If GOB declines to give approval on NHPA drafting, then consultant’s next course will be guided accordingly.
- Conduct a desk review of all draft Health Protection Act documents with recommendations from Cabinet Division, existing report s, files , and other laws relevant documents related to the Health Protection Act.
- The consultant will facilitate a workshop with key stakeholders for this review activities of Health Protection Act, the legal summary brief, and assess the technical aspects to identify areas of needed works.
- Based on the outputs of the consultation workshop, the consultant will adapt those outputs and make it compatible with the existing Public Health and Social Protection Laws .

Eligibilities
- Consultant is expected to be a senior lawyer/Barrister preferably having the experience of drafting public health/health related laws/regulations. Additional degree in Public Health, Management, Public Administration, Health Administration or other relevant fields will be an added asset.
- Ten to fifteen years of relevant professional experience in managing progressively complex health programs. Experience in working in USAID programs is preferred (but not required).
- Extensive knowledge of the Bangladesh health system, and expertise in health systems and health financing.
- A Bangladeshi national, and due to COVID-19 travel requirements, the persons must be the one who currently resides in the country.
- Consultant should submit their brief technical proposal with experience of consultancy, financial proposal with justification of rate, updated VAT registration certificate (BIN) (applicable as per turnover of payment rate)
- Expertise in providing legal review of laws and acts in the health sector.
- Prior experience working in the MOHFW and Ministry of Laws and Parliamentary Affairs at a senior level or working with senior MOHFW/ Ministry of Laws and Parliamentary Affairs officials
- Proven track record of working effectively with government counterparts at various levels in Bangladesh.
- Demonstrated leadership and management skills and ability to lead and motivate multidisciplinary teams.
- Ability to establish and maintain effective working relationships with USAID, ministry officials, and other development partners and a proven track record of interacting with other projects, high-level host country governments and international agencies.
- Ability and efficiency of working in a team with team building capacity
- A proven, successful record of achieving results. Ability to sustain the key roles and responsibilities largely independently and requires the initiative to ensure work is progressing.
- Required computer skills
- Fluency in English and Bengali is required.
