Abt Associates is looking for Consultant 2021 in Dhaka.

The purpose of this assignment is to provide technical assistance to support the GOB in the establishment of a National Health Security Office (NHSO) or similar body using examples of other countries. A lead senior consultant is assigned with the responsibility of establishing NHSO. The specific purpose of this consultant is to assist the lead consultant in writing, editing and composing the tools for a feasibility study (developed by another co-consultant), a report for the feasibility study, and an overall action plan with a change the purpose of this assignment is to provide technical assistance to support the GOB in the establishment of a National Health Security Office (NHSO) or similar body using examples of other countries. Job Responsibilities:

  • Assist the lead consultant in writing, editing and composing the tools for a feasibility study (developed by another co-consultant).
  • Report for the feasibility study, and an overall action plan with a change management report developed by the lead senior consultant) to establish an NHSO.
  • Assist the lead senior consultant on all the possible matters related with NHSO.
  • Provide technical assistance to relevant project sub-activities where necessary and needed.
  • Developing teamwork with the Lead senior consultant .
  • Collection of documents from consultants.
  • Completing the draft report to establish NHSO.
  • Review of draft report.

Eligibilities

  • A Bangladeshi national, and due to COVID-19 travel requirements, the persons must be the one who currently resides in the country.
  • Consultant should submit their brief technical proposal, financial proposal with justification of rate, updated VAT registration certificate (BIN) (applicable as per turnover of payment rate)
  • Master’s Degree (minimum), in Public Health, Management, Communication, Statistics, Health Administration, or another relevant field.
  • Eight to ten years of relevant professional experience in managing progressively complex health administration programs. Experience in working in USAID programs is preferred (but not mandatory).
  • Previous work on article writing, scientific paper writing and experiences of working in GoB institutions.
  • Prior experience working in the MoH at program manager or senior level or working as senior MoH officials
  • Proven track record of working effectively with government counterparts at various levels in Bangladesh.
  • Demonstrated leadership and management skills, working skills with team.
  • Ability to establish and maintain effective working relationships with USAID, ministry officials, and other development partners and a proven track record of interacting with other projects, high-level host country governments and international agencies.
  • A proven, successful record of achieving results. Ability to sustain the key roles and responsibilities largely independently and requires the initiative to ensure work is progressing.
  • Fluency in English and Bengali is required.
  • Computer skills in MS Word, MS Excel and MS power Point. Working with SPSS or STATA will be an added asset.
