Abt Associates is hiring Finance Assistant/Administration Officer 2021 in Dhaka.
Abt Associates seeks a qualified Finance Officer for the Bangladesh country program under the USAID-funded Local Health System Sustainability (LHSS) project. The LHSS project is USAID’s flagship initiative in integrated health systems strengthening, with a goal to help low- and middle- income countries transition to sustainable, self-financed health systems as a means to support universal health coverage. The project will support country-level efforts to reduce financial barriers to health care, ensure equitable access to essential health services for all people, and improve the quality of health care. Responsibilities
- Supports the Finance and Administrative Manager with day-to-day project logistics, procurement, travel, and administrative operations.
- Holds overall responsibility for project travel, including developing/overseeing the maintenance of project tracking and reporting systems and databases related to travel
- Ensures travel is arranged in accordance with relevant policies and procedures
- Leads in local procurements and monitors the local vendors list and timelines of payments through QuickBooks
- Establishes systems for weekly inventory of basic supplies (i.e printer paper, ink, cleaning supplies, etc.).
- Lead the process of drafting consultants/subs/grants agreement and obtain all supporting documentations and USAID approval, as required.
- Enter and monitor all the office gov. properties e.g. IT equipment, furniture to the office inventory list. Keep track of documentation for annual property report to USAID.
- Assist in conducting a semi-annual physical inventory review and record any losses or damaged furnishings or equipment
- Monitor sick and vacation leaves for the site staff
- Serve as office timekeeper to ensure all employees record and submit their timecards accurately and on time
- Tracks consultants/subs/grants deliverables and disbursement, ensuring their activities are proceeding on schedule and documenting any delays.
- Develop and maintain a project control system which tracks the status and progress of ongoing subs/consultants/grants activities supported by the project. Develop and manage a database (physical and electronic files) to maintain information on the selection process, contracts, contract modifications and reports for all grants.
- Maintains a central filing system for required documents and forms.
- Schedules office cleanings and routine maintenance, as needed.
- Coordinates the scheduling and organization of meetings, workshops, and trainings under the supervision of the Operation Director and the home office.
- Negotiates hotels, transportation, and meal arrangements for project staff and participants.
- Assists in drafting RFQs, PRs, and POs as well as contributes to bid analysis under guidance of Finance and Administrative Manager.
- Supports property inventory control and recording of procurements.
- Assists in physical inventory review and maintains tracker of property for annual report to USAID.
- Supports HR Recruitment and maintain personnel files.
- Maintain vendor contract log and collect and file contract documents.
- Other clerical tasks as required.

Eligibilities
- Bachelor’s degree; accounting, business management or other relevant field preferred.
- 2 years’ professional office management, operations, and finance experience, preferably on USAID funded programs.
- Experience with Quickbooks is preferable.
- Excellent management, organizational and computer skills
- Strong English writing/speaking skills and fluency in Bengali required
- (2+) years of experience and high school diploma OR the equivalent combination of education and experience.
