Sciences Po created the Émile Boutmy scholarship, named after the founder of Sciences Po (1871), in order to welcome the very best international students from outside the European Union.

The Émile Boutmy scholarship fund benefits from the generous support of its sponsors (benefactors, companies, and foundations) who are eager to allow the most deserving international students to study at Sciences Po. Private sponsors can be in direct contact with scholarship holders during official organised events.
Since 2005, Sciences Po has calculated its tuition fees for all students whose fiscal residence is in the European Economic Area (EEA) on the basis of a sliding scale varying according to household income, if applicable. Since 2021, this sliding scale offers for completely individualised tuition fees tailored to the financial circumstances of every family.
Students receiving scholarships on the basis of financial need will be exempt from paying tuition fees, as will any students with disabilities or political refugee status. Changes in family circumstances (unemployment, retirement, divorce, death, illness of one of the parents) may be taken into account and, under certain conditions, may lead to a partial tuition fee exemption.

If the fiscal residence on which you depend is situated in a country within the European Economic Area (EU countries + Liechtenstein, Norway and Iceland), your tuition fees will be calculated on the basis of the total household income of this residence. This applies regardless of the type or origin of the income (whether from your home country or abroad) and, in particular, includes all allowances, benefits and income received by the household (before any deduction of tax allowances) during the calendar year two years prior to the current one.
This total household income is then divided by the number of units in the household.
Benefits
- The Émile Boutmy scholarship is awarded to students arriving at Sciences Po for their first year of study.
- The Émile Boutmy programme is a tuition grant of €13,100 per year, for each year, which covers part of the tuition fees for the two years of the Master’s degree programme.
- The Émile Boutmy programme can take several different forms:
- A tuition grant of €14,720 per year for the three years of the undergraduate programme.
- A tuition grant of €9,500 per year for the three years of the undergraduate programme.
- A tuition grant of €6,500 per year for the three years of the undergraduate programme.
- During the year abroad (third year of the undergraduate programme): scholarship recipients will retain their tuition fee grant.
- The Émile Boutmy scholarship is automatically renewed if the student chooses to continue their graduate studies at Sciences Po.
- Émile Boutmy scholarship holders already at Sciences Po: the amount awarded through the scholarship is determined at the time of admission. It may be recalculated on a yearly basis, in accordance with tuition fee increases, when applicable.
Eligibilities
To be eligible for the scholarship, students must be:
- First time applicants
- From a non-European Union state
- Whose household does not file taxes within the European Union
- Who have been admitted to the Undergraduate or Master’s programme.
