Description of task
During deployment, the duties may be modified, based upon the technical needs of the Programme.
Under the direct supervision of the Regional Human Resources Manager, and working in close consultation with Global and WHO Africa Regional Office (AFRO) learning networks, the incumbent leads the staff development and learning team; Works closely with Managers and staff to develop and implement the overall strategy for SDL; develops, delivers, monitors and evaluates learning programmes; administers the learning management system; and provides advice, guidance and reporting on performance management and development activities, for the African Region. The Staff Development and Learning UN Volunteer will undertake the following tasks:
- Provide secretariat support to the AFRO Learning Committee and, based on committee recommendations, develop and implement the overall strategy for staff development and learning in the African Region.
- Guide the AFRO Learning Focal Point (LFP) network to identify and collate staff development and learning needs across the region, and supports the LFP network, through training of trainers, to facilitate the delivery essential learning activities in Regional Office Clusters and Country Offices.
- Conduct Learning Needs Analysis across the region.
- Liaise with the WHO Career Development and Learning team and supports the implementation of required global learning initiatives.
- Administer the WHO Learning Management System for the Region including learning management, elearning development and publication, targeting of learning and reporting.
- Monitor, evaluate and report on implemented SDL activities.
- Support the development of elearning programs using Articulate Storyline.
- Manage the financial resources allocated to staff development and learning in the Region.
- Provide advice, guidance and training for Performance Management and Development (PMD) activities.
- Report, at key periods in the PMD cycle, to Country Offices and Clusters on completion rates for mandatory PMD activities.
- Perform other duties as required.

- UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for a periodic home visit and for the final repatriation travel (if applicable).
- Resettlement allowance is paid for satisfactory service at the end of the assignment.
Eligibilities
- Minimum age: 25 years old.
- Nationals of the country of the assignment are not eligible, except the assignments in Headquarters duty stations.
- Required degree level: Bachelor degree or equivalent

- First university degree in human resources management, public or business administration, psychology, organisational development, social science or related field.

- Five years of experience in planning, developing, organising, conducting and evaluating staff development activities, in an international setting and/or multicultural environment.

- Ability to provide advice and guidance to managers and staff on the Performance Management and Development process.
